 This Week in the Legislature

Last week was the deadline for policy bills to be moved out of the policy committees. If they were not moved out by last Wednesday, January 31, then they essentially “died” in committee.

This week, Monday, February 5, is the deadline by which bills must have moved on from the fiscal and transportation committees or will have “died” in committee. Since that is Monday, the fiscal committees met with very long agendas this weekend on Friday and Saturday to move as many bills as possible.

This newsletter comes to you on Sunday, but our information is submitted early on Saturday; so we do not have action alerts this week. We will not know which bills are moving ahead in time to let you know what is needed.

Beginning on Tuesday, February 6, no committee meetings are scheduled because the House and Senate will be meeting “on the floor” to take action on bills that have passed out of their respective committees and moved to the floor for a vote by the respective chambers. Floor action will continue through February 13, which is the cutoff for passing bills in their chamber of origin. In other words, the House has to pass any bill that originated in the House by that date; same with the Senate. Then, beginning February 14, policy committees will resume, addressing bills passed from the opposite chamber.

The weekly updates provided by Issue Chairs and linked by issue below give a status report on bills that League has been advocating for and watching. The team looks forward to giving you further updates next week.

 Breaking Down the Legislature

Transitioning from Committee Work to Voting on Bills

This is the fifth week of the 60-day 2024 Legislature in the second half of the biennium. This week marks a transition from committee work to voting on bills “on the floor” of each chamber. Bills must be passed in their house of origin by the cutoff on February 13 or they will die.

The next step will be to resume committee hearings on bills passed by the opposite chamber. This begins on February 14.

The House and Senate will release their respective budgets within a couple of weeks. Hearings have been held on the Governor’s proposed budget, but the House and senate will each have their own proposals for operating, capital and transportation budgets. They will each hold hearings on those and then when each chamber has passed theirs, there will be a reconciliation process so that both chambers adopt the same budgets—thereby creating the State’s final supplemental budget.
